Troopers say 39-year-old Angelo Otchy of Toms River was driving a 2013 Hyundai Elantra on January 13th when he pulled up next to another car and displayed a badge in an attempt to get the female driver to pull over. The victim became fearful and called 911 to report the incident. The encounter lasted for about four miles until she pulled over at the Pleasantville Toll Plaza while the suspect continued through the tolls.

Otchy was arrested at his residence and charged with impersonating a police officer and harassment. He was processed at Atlantic City Expressway Station and released pending a future court date.

Troopers say if you are ever unsure about an unmarked police vehicle, drive slowly, and call 911. If you have to pull over, make sure it is in a well-lit and populated area. Stay on the line with the dispatcher, provide as much information as you can, and follow any instructions given.
