When they say, "No dogs on the boardwalk"", do they really mean no dogs - even service dogs?

Jared Goering is a U.S. Army veteran, having served in both Iraq and Afghanistan. He was active for 19 years. The Florida resident was vacationing in South Jersey when he went for a walk on the North Wildwood boardwalk. His walk didn't end well.
