First, a history lesson on the first criminal charge(s).

We broke an issue back on October 2, 2024, when a man managed to live inside Atlantic City, New Jersey City Hall for an entire long weekend.

Sherif Ramadan allegedly moved into Atlantic City Hall from Thursday, September 28, 2023 through October 2, 2024, when City Hall employees returned to work.

Ramadan was able to come and go (from Atlantic City Hall) as he pleased for 4 days.

He moved into the 4th floor of City Hall.

Even by Atlantic City political standards … This is bizarre.

Back then, Atlantic City insiders expressed concerns about how the person(s) could have made it through the entire long weekend without being detected.

Are there no alarm systems or motion detectors at Atlantic City Hall?

It's also inexplicable that someone could be occupying City Hall on the fourth floor from a Thursday through Monday morning, in light of the fact that the 911 office is located inside City Hall on the second floor by and staffed with employees.

A City Council source, who asked to remain anonymous told me that the person(s) who occupied City Hall partied in a spirited fashion throughout the weekend.

The following is from our October 2, 2024 reporting;

An Atlantic City Council Member confirmed to me that the Atlantic City Police removed one male from City Hall earlier this morning.

At least one individual defecated on the floor inside a City Hall office, which is used by the LGBTQ liaison.

"Mayor Small is trying to turn his direct dereliction of duty into a political attack on me," said Atlantic City Councilman George Tibbitt.

"What Mayor Small needs to do is to accept responsibility that someone has able to roam freely - in and out of City Hall since last Thursday," said Tibbitt.

"Mayor Small must develop a plan to insure that something egregious like this never happens again," said Tibbitt.

"We learned over these past four that Mayor Small does not have the people's City Hall secured in a proper, safe and professional manner," said Tibbitt.

NOTE: The Atlantic City Police Department has made an arrest in this case and have released the following statement:

"On October 2, 2023, at 8:50 AM, Officers Justin Peyton, Hiram Mercado, and Rusty Bouffard responded to City Hall located in the 1300 block of Bacharach Boulevard in reference to an unauthorized person located in the building by staff members."

"The officers arrived and located Sherif Ramadan in an office on the fourth floor. Ramadan was taken into custody without incident. He was found to have an active warrant."

Ramadan was charged with Burglary.

This brings us to the present time, whereby Ramadan is facing additional legal matters since the October, 2024 burglary charge.

Ramadan appears to have multiple dozens of court matters in Atlantic City at this time.

We are preparing a request to the Atlantic City Police Department to obtain a complete list of all charges.
