This is a Breaking News, first report. We have confirmed that Atlantic City, New Jersey Mayor Marty Small has filed a massive, formal legal action against the following individuals:
The Defendants
- William E. Reynolds, in his individual capacity and his capacity as the Atlantic County Prosecutor.
- Ryan Ripley
- Atlantic County Prosecutor’s Office
The Plaintiffs: Marty Small — La’Quetta Small & Constance Days Chapman
The legal action has been filed by:
Louis M. Barbone, Esquire; Jordan L. Barbone & JACOBS & BARBONE, P.A., on behalf of Mayor Small, La’Quetta Small and Constance Days-Chapman.
Mayor Small First Filed A Tort Claim Notice
This was a major development that we broke first back on March 5, 2026.
We confirmed on the day of the filing that Small attorney Jordan Barbone had filed a tort claim notice on Thursday, March 5, 2026 in the 3:00 p.m. hour.
Recent Live On-Air Interview With Mayor Small
Last Friday, May 29, 2026, live from the Visit Atlantic City Airshow, Mayor Small broke the news on-air with us that a significant legal action would be officially filed before the end of this week.
Small kept his word with yesterday afternoon’s official legal filing versus Reynolds and the others.

The Small Legal Action Versus The Prosecutor
Is the direct result of Marty Small prevailing at trial on December 18, 2025, with a unanimous jury acquittal, it was the third time that Small has defeated the state of New Jersey at jury trials.
This led to Reynolds to move to dismiss all criminal charges versus La’Quetta Small and Days-Chapman.
The Small side believes their criminal charges should never have been filed against them in the first place.
