EHT Police Want to Talk To This Suspicious Guy

We have no idea what this guy, caught on surveillance cameras, is doing, but Egg Harbor Township Police want to talk with him.

It looks to me like this guy is hauling around a very long extension cord, and a ..... 2 liter bottle of root beer? I have no idea. Is he tearing down someone's Christmas decorations? Is he some sort of Grinch?  If you figure out what he's doing, please let me know in the comments!
